I personally only used about 3 fish but rather than lure the bull to the cow I would instead throw a weak attack (wand etc.) on the Cow and kite her to the bull. The cow will leash so the bull must be fed a few to get him into the channel. When the two meet the cow will stop combat and poof. Quest done.
